This can only be done by Admins on Moss.

This option is only available for physical cards. Physical cards with online payment restricted cannot be used for online shopping. 

Set the spend controls for online payments to "Allowed" or "Restricted"

1. Open Moss 
2. Go to "Cards"
3. Select a physical card
4. Set the spend controls for online payments to "Allowed" or "Restricted"

This can be reveres in the future if needed.
