Yes, the review step can come before the approval step.
To change the order in which the steps happen, you have to go to:
Login to Moss
Open the "Settings" > "Reimbursements" > in the tab "Reimbursement process"
Select the "Review before Approve" toggle
Once you have set this up, the review step will have to be executed before the approval step.
