You cannot activate a physical card for another user.

Physical cards are (physically) customized to a specific person, and thus the card owner cannot be changed. Physical cards are intended to be only used by one specific person. To not abuse this concept and protect the card from fraudulent activity, the card is not intended to be activated by another user.
